For instance U.S. employers are having a difficult time hiring enough engineers and educated tech workers, but U.S. federal legislation restricts the quota for high-skilled workers to be admitted from other countries because of the high numbers of unemployed US workers.

Write a persuasive paper in which you discuss the pros and cons to attracting global talent and then argue whether or not U.S. federal legislation should restrict the quota for high-skilled workers to be admitted from other countries because of the high numbers of unemployed U.S. workers. Please provide examples to support your argument.
